Iraq to institute new laws
in conjunction with the Brady Institute, the Iraqi provisional government has announced new shoe-control measures designed to prevent unfortunate events that occurred recently, in which President Bush was attacked with shoes.
Iraqi citizens will only be allowed to purchase one pair of shoes a month. Moreover, there will be a five-day waiting period before a pair of shoes once purchased, can be picked up. This will also allow the government to do a thorough background check to see if the potential shoe-wearer is free of previous shoe-throwing convictions and is otherwise mentally stable. All people currently wearing shoes will be required to register their shoes with the federal government, and shoe licenses will be issued based on a "need-to-wear" basis. Several cities will be initiating "shoe buy-back" efforts in which citizens, during a 30 day grace period, will be allowed to bring in their unregistered unmarked shoes, and be paid a small sum. The shoes will then be crushed and incinerated. It remains to be seen how effective these measures will be. |

These seem like reasonable regulations on the right to wear shoes to me.
