Default Is it strange for a stake...

... to never tell its wards how much money it will be getting? Money appears, unannounced, in unexplained amounts, and no financial planning takes place, year after year.

Would this be a normal situation?

Normal compared to what. For example, I'm not sure the politburo was financially transparent to the communes. I don't mean to be boring but it seems obvious to me you can't import expectations born of representative institutions like republican governments and corporations into religions, which are essentially authoritarian.

No... they give your ward an amount based on the activity levels in the ward. The amount is % of Active members in your ward of the Stake total of Active members


Example,

Stake gets 100,000 for Budget
Mike Waters ward has 10% of the active members in the stake.

Mike Waters ward gets 10,000

Yours is not normal. You should work with Stake Financial Clerks, to determine what will be delivered when. If you develop a good relationship with them, you'll be able to predict how much your ward will receive. It's set forth as described above. That's why the ward clerk must count high at sacrament meeting and be gracious in observing ward teaching percentages.

That's revealed to you when you become ward clerk. See those people in the foyer during sacrament? They must be members of your ward. And the ones getting water? Do you count over if somebody's absent you may or may not account for them and then you see them come in?

Plus it's only the high number that matters for the new program.
