That is one perspective, but he was one guy, who organized the biggest attack on the US since Pearl Harbor, from a family worth billions, with millions of fans and wannabes. Not your average guy holed up in Pakistan.

I don't believe any loss of civil liberties would have been necessary to get him. Immdiately after 9/11 we went after Al-Qaida in Afghanistan pretty successfully for a while and had them on the ropes. But then after a few weeks is when Cheney and Bush decided it was time to shift the focus to starting a war with Iraq, and we just let Al-Qaida find its way into Pakistan where it was much harder to find them. It didn't have to happen that way.
