Individuals here and there can regulate their conduct by the lights of philosophy and reason alone, but those guides are too weak to keep most of us on the high road enough of the time. I think old George had a point here; virtue is the necessary foundation of freedom and for most people (not all), religion is the necessary foundation of virtue.
