Default Question on testimony meeting

I seem to recall that about a year or two ago there was a letter from the First Presidency instructing wards to cut back on primary age kids bearing testimony on F&T meeting. Anyone remember the details of that? Or how it was worded? I have searched www.lds.org and I can't find it.

The reason I ask is that since that time we have had very few kiddie testimonies. But today the kids took over the meeting and it was a free-for-all. We had some discussions afterwards and it seemed that most folks did not remember the letter. And I couldn't remember many details about it.

The letter was released in 2001. IIRC, it discouraged parents from prodding their children to bear testimony during sacrament meeting and encouraged children to bear testimony during primary.
