I think it's individualism vs group security.
When times are good people tend to be more individualist... "We can all prosper, individually. I'm working my butt off, I'm properous, others can too, if only they choose to". Essentially, life is grand, individual freedom is the vehicle for maximum material success, there is nowhere to go but up. When times are bad many people fear they could become a casualty, that they're really not that different from others who get crushed by economic forces beyond their control, at which point the strength & security of the group are more important. In tougher times people emphathize with those less fortunate because they realize it's (quite) possible it could be them. "We're all in this together, we need to take care of each other. *I* might need some help & protection." When times are tough, people much more acutely recognize the harsher aspects of capitalism. "We've got to help those who need it." |

Good point. It was reported that Reagan was re-elected in 1984, which turned out to be true.
