Dubai is going to be a model for what Middle Eastern countries should have done (but won't do because they are too insular). They are putting together a solid economy.

Truth be told, there's lots of oil reserves left in places around the globe. Hell - here in Utah, there's a place with a rather large amount of oil embedded in the rock. The process to leach the oil from the rock is expensive - too much so to justify exploiting the resource at the oil prices of two years ago. I believe a company has begun operations to do so with the current price.
As with everything in the US, there's a cost-benefit analysis to drilling for oil. Those opposed to the off-shore & Alaskan oil field exploitation view the costs as outweighing the benefits. As the price of gasoline rises, it's likely that many of those individuals will reach a point where the benefits will outweigh the environmental costs associated with exploiting those fields.
