Of course, this comment also betrays the implication that a McCain presidency would NOT invite this kind of testing. Hard to see how that's otherwise than a suggestion that Obama is not up to the task.

It doesn't say anything about whether or not McCain would also be tested. It primarily states that Biden doesn't think McCain will be president. Biden was talking about the challenges America faces today and noted that some world leaders will test the new president (Obama). Do you disagree with him? Really?
Even if it was a statement that Obama would be tested in ways McCain wasn't, it most certainly isn't a statement that he wouldn't be up to the task. In fact, Biden clearly goes out of his way to state that Obama is brilliant and IS up to the task, and that Obama would be right in his decisions.
